Preface The Palestinian Employment Programme (PEP) is an International Labour Organization (ILO) project within the Palestinian Ministry of Labour. The aim of the project is to formulate and start implementing an employment strategy for the Palestinian Authority in the medium term (three to five years). The project activities will be conducted in close cooperation with other ministries and organizations responsible for creating a favorable environment for the creation of sustainable employment in the West Bank and Gaza Strip (WBGS). The project will operate under the guidance of an Inter-Ministerial Steering Committee chaired by the Ministry bf Labour. Professor Martin Godfrey's report "Guidelines for the Preparation of a Palestinian Employment Programme" is the first report from the project. It gives a background to the employment and unemployment problem in the WBGS, outlines the activities of the project and suggests a number of studies that should be conducted under the PEP project to make possible the formulation of the Employment Strategy.
